Its a special pack of tool the BATracer offers to donating members, or sponsors. These are the things that have in Kool Tools.

Wet/Dry Setup Modifier Tool - Allows you convert a Wet setupto a Dry one quickly.

Store and Name Additional Custom Setups - Allows you to store and name setups.(These are useless once the season ends since every race the setup is random.)

View your team mates lo/hi values next to your own. - See your team mates lo/ho value next to your own when you are in the Setup page.(if your parameter is Spot On, the lo/hi value of your team mate will disappear)

Easily share data with non-KT team mates by auto generating text to post to them. - By clicking on Easy Txt Share in Setup page, you can send a message of your setup and lo/hi values into Team Talk.

Get more background information on potential team mates when joining a game. - Because of many players complaining of AWOL drivers, this feature has been added to BATracer, you can see the driver's Driver Characteristics with it.

Upload custom helmet graphics, which are also displayed at a LARGER size in game. - Allows you to upload a custom helmet painted by you or other people.

Upload custom car graphics and liveries. - Allows you to upload custom car graphics.

Interactive lap-by-lap map - visually witness gaps shrink or grow, see cars being held up, the effects of pitstops and more. - This is not similar to the Final Map in BATracer, you can use this to view each lap of a race with the map of the track.

Hide your setups from team mates. - Allows you to hide you setups from your team mate.

Max public game participation limit increased from 2 to 4. - Increases your public game limit.(this affects private games as well)

Join multiple public games of the same series, instead of just one of each type. - Allowing you to join the same series more than once at the same time.

An icon throughout the game indicating your "KOOL" status to other players (sponsors get a bigger "SPONSOR" icon). - N/A.

Wet/Dry Setup Tool

Since that its maximum number is 50, it will be a bit tricky using it. But if you can find the percentage of the weather and divide by it by 2, it shouldn't be a problem using it. You can use the " How to Change Your Setup for Different Weather" guide as a reference.
